Doesn't a red light mean STOP?

I have lived in CT, FL, and MD.  I have traveled to several states in this great country of ours.  And in no place, no single city, town, or state, have I seen so many people run red lights as here in Norwalk, CT.

I noticed it shortly after moving back here.  Each day I see someone blatantly run a red light.  And I don't mean kinda creeping up then going right as it is turning from yellow to red.  No.  I mean full speed about 3-5 seconds AFTER the light has officially turned red and the opposing light has turned green.  

Today it hit an even greater high as I was about to pull out of the grocery store lot with my boys in tow and someone ran the light 5 seconds after MY light had turned green.  And that did it at about 55 miles an hour!

So if you are ever in Norwalk, CT and are at a light behind a MOMUV with this rear window and you wonder why the car has not moved well after the light has turned green; you'll know it's me!  Be patient and know that I will eventually go.  No need to beep. 

(FYI, that is no longer my license plate number, so don't get any bright ideas identity stealers, not that I have any idea what you would do with that...)
